Fred Rine | Founder & CEO
Fred Rine, M.S., CSP, is a nationally recognized leader in workplace safety who designs programs that get results. Fred created an Attitude-Based Safety Culture Training program that has been attended by more than 500,000 people and that has contributed to significant improvements in workplace safety at companies all around the country.
Fred created one of the most well-regarded workplace safety programs in the country during his career at FedEx. The program continued under Fred’s leadership until he departed to join the National Safety Council as vice president. He then launched FDRsafety in 1996. Fred is a past member of the prestigious National Advisory Committee on Occupational Safety and Health (NACOSH), a 12-person committee of workplace safety leaders that advises the Secretaries of Labor and Health and Human Services on occupational safety and health programs.
In 2021, Fred was recognized by the National Safety Council with the Distinguished Service to Safety award, recognizing outstanding service and contributions to the field of safety.
He is also a former board member of both the National Safety Council and the American Society of Safety Engineers Foundation. Fred holds a B.S. in Business Administration and an M.S. in Safety Management from West Virginia University and is a Certified Safety Professional.
Jim Stanley | President
Jim Stanley brings unmatched expertise to counseling clients on workplace safety and health laws, rules and regulations. Jim has successfully dealt with occupational safety and health issues while working in both the public and private sectors – as a former career OSHA official including being Deputy Assistant Secretary of Labor for OSHA and as the Vice President and Corporate Director of Safety for AK Steel. He has testified extensively as an expert witness on occupational safety and health and has served on the most important committee advising the U.S. Department of Labor on safety and health issues. Jim began his safety career investigating accidents on the Philadelphia waterfront for Liberty Mutual Insurance Co., providing him with expertise on maritime and industrial equipment safety. In early 1971, he joined the U.S. Department of Labor’s Occupational Safety and Health Administration as one of its original compliance officers. Jim spent 25 years with OSHA in area office, regional and national leadership roles, including Regional Administrator for New York, one of the most industrialized regions in the country. His OSHA career culminated in his appointment as Deputy Assistant Secretary of Labor (a career position that is the No. 2 job at the agency). During his tenure, he was intimately involved with many of the most complex cases and was instrumental in creating many of the current OSHA policies and procedures. After retiring from OSHA in 1996, Jim was elected Vice President, Safety and Health for AK Steel, the third largest steel company in the United States at that time. After an eight-year career at AK Steel leading a world-class safety program, he joined FDRsafety as President in 2004. Jim is a former member of the Board of Directors and Executive Committee of the National Safety Council and is a member of the Safety and Health Committee for AIST, the Association for Iron and Steel Technology. He is a professional member of American Society of Safety Engineers and a member of the editorial advisory board for Thompson Publishing Group’s OSHA Guide for Healthcare Facilities. He has also served on the National Advisory Committee for Occupational Safety and Health (NACOSH). This 12-person committee is the pre-eminent advisor to the Secretaries of Labor and Health and Human Services on occupational safety and health issues.

Steve Hawkins | Vice President
Steve Hawkins is currently the Vice President of FDR Safety LLC. He began his employment with FDR in March of 2020. Steve previously served as the Deputy Commissioner of the Tennessee Department of Labor and Workforce Development and as the Assistant Commissioner for Tennessee OSHA for seven years.
In his role as Deputy Commissioner, he managed Tennessee OSHA, the state Unemployment Insurance System, and the Workplace Regulation and Compliance Division.
Prior to joining FDR Safety he began his career with the Tennessee Department of Labor and Workforce Development in 1986 as an Occupational Safety Specialist in TN OSHA. He was promoted to area office Safety Supervisor, Safety Compliance Manager, Assistant Administrator, Assistant Commissioner, and most recently, Deputy Commissioner of the department.
Steve served as the department’s representative to the Tennessee Emergency Management Agency (TEMA) and the Tennessee Emergency Response Commission. He is a member of the following councils and committees: Tennessee Blasting Advisory Council, Tennessee Associated Builders and Contractors Safety Advisory Committee, Associated General Contractors Safety Committee, and the Tennessee Road Builders Association Safety Committee.
Steve is currently a member of the Board of Directors of the Tennessee Safety and Health Conference. Steve graduated from the College of Engineering at Tennessee Technological University in 1986 with a BS in Industrial Technology. In 2016, he was recognized by the university as the Technologist of Distinction and was admitted to the Academy of Renaissance Engineering. He is also a member of the Manufacturing and Engineering Technology Advisory board at the university.
Mark Boggess | National Sales Manager
Mark joined FDR Safety in January 2022 as our National Sales Manager.
Mark has over 20 years of experience in the safety and health field, serving clients across the United States and several foreign countries. Mark was most recently employed by Premier Safety/Argus-Hazco. During his employment with Premier, Mark served as Account Representative, National Accounts Manager, Great Lakes Regional Vice President, and Southeast Regional Vice President. Mark holds a Bachelor of Science in Business and Marketing from Central Michigan University.
Bill Prather | Senior Director
Bill is a highly experienced safety trainer, speaker and EHS program auditor with a track record of helping companies reduce their OSHA recordable rates. He has worked with companies in Europe, South America, Australia, the Middle East, the Caribbean and throughout the U.S. Working with Ford Motor Co., Bill designed, tested and implemented their Environmental Safety and Health Assessment Review Process called SHARP. Bill also had extensive training and auditing experience with the Pepsi Bottling Group.
David Dillow | Director Of Staffing
David is currently the Director of Staffing with FDRsafety LLC. He began his employment with FDR in January of 2009 as a safety lead/manager on numerous projects across the country. In 2012 he was promoted to the Director of Staffing and currently manages field safety staff assigned to construction projects.
Before joining FDR Safety LLC, David was the Vice President of Total Safety in Ohio and one of the company’s senior consultants specializing in workers’ compensation cost reduction and OSHA compliance. He also directed all safety professionals on staff and provided consulting services to manufacturing firms, construction contractors, and the service industry.
David holds a CHST certification and has over 24 years of workplace safety experience
